Alma Saravia was quoted extensively in an article for Leafly that analyzes the reasons for the current delay in marijuana legalization for New Jersey. Governor Phil Murphy, who campaigned on a promise to legalize marijuana, is at odds with other state lawmakers over the proposed tax rate and control of the state’s regulatory agency, which is causing the delay.

Compromises are being discussed in order to get the legislation moving, but neither side has reached an agreement yet. According to Alma, the leading legalization bill includes provisions for a five-member commission with expertise in issues including public health, mental health, and substance abuse. The proposal “is similar to the new five-member Cannabis Control Commission that was created in Massachusetts, which has authorized both adult-use and medical marijuana.” She also advises that the tense relationship between Murphy and Senate President Steve Sweeney could slow proposed commission members’ confirmation hearings in the Senate.
